Founded in 2011 as a for-profit agency to provide outpatient treatment through Substance Use Prevention & Recovery (SUPR) under the Department of Human Services (IDHS). LaKar Enterprise is a multifaceted behavioral health service agency. Strengthening individuals and helping them through the healing process is at the core of the business and continues to be the driving force behind every decision made by the agency. The goal of our services is to educate, guide, and provide clients with the tools to get their lives back on track. Our services include group counseling and one on one support. LaKar Enterprise has remained steadfast for eleven years and have continued to be creative in ways to strengthen and serve the at-risk and vulnerable population. LaKar Enterprise offers an array of out-patient services including Addiction Counseling, Intensive Outpatient Treatment, Alcohol & Drug Evaluations, (PAIP) Partners Abuse Intervention Program, DUI and Anger Management classes. Our programming enables us to collaborate with other state and community agencies resulting in further growth for Lakar Enterprise.

Elvina Stegall
Founder and Chief Executive Officer
Elvina Stegall, a native of Chicago, Illinois and an alum of Governors State University, holds a graduate degree in Political & Justice Studies and a Master of Health Science with a Concentration in Addiction Studies. She also holds certifications in Alcohol and Drug Counseling, DUI and Domestic Violence Counseling.
Elvina began her career in Social Services over 20 years ago serving clients who are affected by mental health, substance abuse, violence and other health disparities. This passion has been exhibited in her work with children, adults and families. She has dedicated her professional life to helping people enhance their quality of life through the improvement of treatment. She is especially passionate about having inclusive services for individuals from disadvantaged communities as well as people who have been impacted by drugs, violence, incarceration and lack of access to quality healthcare services.
Elvina is dedicated to educating people about issues surrounding new laws that disproportionately impact the poor and disadvantaged communities. She passionately believes that Lakar Enterprise can help and that every person who walks through the door, “Makes a Choice for Change.” Elvina supports people who have grown up in the world of addiction she listens to their stories and instills hope. She realizes that the barriers to seeking and receiving quality treatment for an abuser can differ based on environmental or biological factors. Elvina continues to pursue additional training for her team, learning new modalities as an expression of commitment to offer clients the highest level of quality care in a safe, respectful and non-judgmental environment. Elvina Stegall serves as a catalyst for change and a champion for the people. In her spare time, she enjoys reading, research, playing cards and family time, Elvina is also the creator of Whose Deal Playing Cards.
