At Counseling Services Collaborative (CSC), we believe in second chances and the power of transformation. Our community-based organization is dedicated to supporting individuals, families, and at-risk youth through evidence-based behavioral health programs, counseling, and mentorship.
For over 12 years, CSC has been a trusted resource, providing innovative mental health, substance abuse, and reentry services to those facing life’s toughest challenges, including formerly incarcerated seniors, at-risk youth, and families in crisis.

Founder & Chief Executive Officer
Elvina stegall
Elvina Stegall is a passionate advocate and leader in the field of behavioral health and social services. A native of Chicago, Illinois, she is an alumna of Governors State University, holding a graduate degree in Political & Justice Studies and a Master of Health Science with a Concentration in Addiction Studies. Her extensive credentials include certifications in Alcohol and Drug Counseling, DUI Counseling, and Domestic Violence Counseling, making her a highly respected expert in her field.
With over 20 years of experience in social services, Elvina has dedicated her career to serving individuals and families affected by mental health challenges, substance abuse, violence, and other health disparities. Her work has been instrumental in empowering marginalized communities by providing access to inclusive, high-quality behavioral health services. She is particularly passionate about supporting individuals impacted by addiction, incarceration, and systemic barriers to healthcare and treatment.
Elvina is deeply committed to educating communities on policies and laws that disproportionately affect the underprivileged. She firmly believes that Lakar Enterprise provides a safe space for individuals seeking change, living by the principle that “Every person who walks through the door makes a choice for change.” Her ability to connect with individuals from all walks of life allows her to instill hope, foster resilience, and create lasting transformation for those in need.
As a continuous learner and innovator, Elvina actively pursues ongoing training for herself and her team, ensuring they remain at the forefront of new treatment modalities and best practices. Her unwavering commitment to compassionate, high-quality care in a respectful and non-judgmental environment makes her a catalyst for positive change.
In addition to her professional achievements, Elvina enjoys reading, research, playing cards, and spending quality time with family. She is also the creator of Whose Deal Playing Cards, a reflection of her creativity and entrepreneurial spirit. Through her leadership, vision, and dedication, Elvina Stegall continues to uplift communities, break barriers, and be a champion for change.
Family & Behavioral Health Services
CSC works closely with families to address challenges that contribute to behavioral and mental health struggles. Through Parenting Classes & Family Counseling, families strengthen relationships and develop healthier communication strategies. Trauma-Informed Therapy provides critical support for families healing from experiences of violence, addiction, and instability. Additionally, Mental Health & Wellness Programs offer individual and group therapy to improve emotional well-being, ensuring a strong foundation for both youth and adults in need of support.
Youth Empowerment & Juvenile Justice Intervention
Designed for at-risk youth aged 12-21, including those with past encounters with the juvenile justice system, this program provides mentorship, counseling, and life skills training to prevent recidivism and promote positive futures. Youth are paired with mentors through the Juvenile Justice Mentorship Program, offering guidance and advocacy. Anger Management & Conflict Resolution sessions teach emotional regulation and healthy decision-making, while Substance Use Prevention & Recovery Support helps youth break free from addiction and avoid risky behaviors. To foster educational and career success, CSC offers Educational & Workforce Development services, including GED preparation, career coaching, and job placement. Additionally, Court Advocacy & Reentry Support assists youth and their families in navigating the legal system and reintegration into their communities.
Senior Independence & Reentry Support
This holistic program is designed to help formerly incarcerated seniors (50+) reintegrate into society, regain independence, and improve their overall well-being. Pre- & Post-Release Counseling supports mental health and life transition challenges, while Housing & Employment Assistance connects seniors with stable housing and job opportunities. The program also offers Addiction Recovery & Wellness Support, providing therapy, life skills training, and wellness coaching. Additionally, Community Engagement & Volunteerism encourages meaningful involvement, helping seniors build connections and contribute positively to their communities.
Substance Abuse & Mental Health Treatment
CSC specializes in comprehensive substance use recovery and mental health support. DUI & Court-Ordered Counseling helps individuals meet legal requirements while addressing underlying issues related to substance use. Addiction Recovery Support Groups provide a structured environment for sustainable sobriety and healing. To promote emotional stability and healthier relationships, Anger Management & Domestic Violence Prevention equips individuals with effective coping strategies and conflict resolution skills.
Workforce Development & Economic Empowerment
Economic stability is key to long-term success, and CSC is committed to equipping individuals with the skills needed to achieve financial independence. The Career Readiness & Soft Skills Training program prepares participants for the workforce, while Job Placement & Entrepreneurship Support helps individuals secure employment or start their own businesses. Additionally, Financial Literacy & Independent Living Skills training ensures participants gain the knowledge necessary to manage their finances and build sustainable futures. CSC’s comprehensive services are designed to empower individuals, strengthen families, and create lasting positive change in communities.
